It's not like the applet can write to it even if it exists. If you have an update, please use the "Add Comment" action to let us know. To prevent this hard-to-diagnose problem on an important use case, this empty directory should be created by default. This is not $CONFLUENCE_HOME, it is the Linux user directory, for example /home/confluence.
